OverTheWire lets you practice and learn security concepts in the form of fun games. It’s great for beginners as it provides a heap of notes on what you’ll need to know, while also being challenging enough that you’ll want to be coming back for more.

Hack This Site!

Hack This Site! offers a bunch of “missions” ranging from basic to hard, where you can test your hacking skills on various security concepts and topics. I should note, this is legal and a safe network security resource.

Enigma Group

The Enigma Group, similar to Hack This Site, offers a range of challenges from basic to hard on various security topics. It’s a great resource to help develop your pen-testing skills on a bunch of topics including JavaScript, spoofing, SQL injection, URL manipulation and XSS (Cross Site Scripting).
